A nudge forward or backward may be required.
Once while helping another player even taking one wheel off shifted the vehicle enough to get the other side on, then putting that wheel back on.
You should be able to install wheels on the side depending on the placement of the Car jack, make sure you have the right wheels. Regardless of the engineering skill you should be able to put all the wheels onto the RIS.
But as Deathwhisper and Cranky mentioned the terrain sometimes plays the biggest role in the placement of the wheels.
Please try to nudge the vehicle a few times and try again, if the issue still occurs contact me via Discord so we can take a deeper look into it.
