You can fit a metal storage chest in that cargo so if it's the only wheels around that you can get rolling yes.
They are handy to have on the pvp servers cause they are more quite and easier to conceal when offline.
What about the missing wheels? And can get the Car Repair Kit via console?
You will have to know the correct wheel for each ride.
265 60 R18 = Rager
205 55 R16 = Laika
215 65 R16 = Wolfswagon
I don't have the tire number for the atv atm but it would be like the above with a different number.
You will need a carjack also.
You take the carjack in hands hold f on the vehicle and place into service mode. At that point you can add or remove parts from the vehicle.
I recently got a atv up and running on a server- not mine but I had to grab parts off of 2 other atv's to get all 4 wheels on the better one out of the 3.
I also grabbed 2 20oz pop bottles and drained gas out of every ride I saw to get enough gas in it to make it to the gas station.
Had a real hard time finding a gas can lol!
Don't forget to end service and if in multiplayer to lock the ride. Hide it if on a pvp server as best as you can!
Fenders, bumpers, doors, seats, hoods, trunks, wheels, alternator are all removable to place on other rides.
Car batteries are universal among the larger rides.
Some players even remove the driver seat of larger rides for when they are off line so the ride if lock picked cannot be driven off
Ok, let's be fair to Cranky. OP didn't say he wanted to drive it. Maybe he's just looking for storage. XD
@OP - You might hit TAB and check to see if it's not already locked. If so you will need to pick the lock or you can't do anything with it. I'm driving around on one right now. You will need the missing wheels and a jack to install them. You will also need a good battery. It may have one with some charge, but if it's been there a while probably not. Someone may have even taken it. Here's it's location. Jolie Rouge provided a nice picture for reference.

Once you get it rolling it's an ok ride with a bit of storage. It's not as fast as the other vehicles, and it's a bit unstable. Hit the right rock or go over some uneven terrain at too high a speed and you're going to get tossed, and that causes injuries the majority of the time. On pavement it's decently stable.
On a PVP server it makes you a bit of a slow moving target with no cover. Due to it's tendency to throw you at high speeds you'll find it hard to lose anyone following in a car / suv. Heading into the woods is your best bet.
Like my new wheels, was a term used pertaining to a ride like a car/truck/motorcycle.
The carjack was what I forgot but found out via think, trial and error ;)
The battery is a little bit tricky but now the ATV is ready :)
