Yes, if a Dropship encounter with a Mech attacks your base it can destroy Base elements during the Attack. However, it wont destroy all and everything but will stop when a certain amount of Elements is destroyed or the Mech got destroyed. The Mechs are "Lighter" versions of the POI Guards and can be harmed with any weapon.
Vanilla setting is 100 elements as seen on the flag, that can trigger the drop ship to come.
The base can be attacked until it is down to 50 elements. Also the requirements can be adjusted ie the number of elements required to trigger the event.
The owner/sqaud of the base has to be present when the attack is initiated.
The base attack can be turned off in single player as well as on multiplayer servers.
Why not? If I do it, it's simply for the challenge, or to show that I'm defending my base, or just for the fun of it.
Are dropships enabled or disabled?
As far as I can see, the encounters are disabled. They were only introduced on specific servers with their first implementation in order to improve the balance through feedback.
Private servers can adjust these options as well as single players.
