Under the NPC category in "World" you can make all settings for puppets and dropships, and also deactivate them. To deactivate dropships you would have to deactivate all encounters that have to do with dropships.
If that has already happened, can you take a screenshot of the settings in this regard?
DROPSHIP WORLD ENCOUNTER SPAWN WEIGHT MULTIPLIER set to 0
Also turn off
ENABLE DROPSHIP ABANDON BUNKER ENCOUNTER
BASE BUILDING ENCOUNTER TRIGGER CHANCE
Doing this turns them off with the exception of the low chance (per devs) that they will still spawn when a cargo container drops to guard those
Pretty sure it is all disabled at my end, but I see them sometimes over the cargo drops.
Meaning, they cannot be disabled completely which is sad.
There are two additional settings you might want to consider.
Dropship Health Multiplier: Try using 0.01
Dropship Damage Multiplier: Try 0.0
With the above settings in place the dropships can not do much even if they appear and you can probably send them running by throwing a few rocks at them.
