Report a translation problem
For me it was the opposite at the airport, it got very quiet relatively quickly. But maybe that's because of my approach, because first I clean the area, then I loot afterwards.
Overall I was able to enjoy a much quieter approach and, above all, by cleaning the respective areas bit by bit, I really had time to do everything I was there for and move on in peace.
So far I haven't had any direct outside spawns, just wandering puppets that marched into the areas.
Not even at high-risk POIs, just everywhere. A few times now I've had 5 or 6 puppets spawning inside a building I'm looting. I've had it happen when I've gone in, killed them all to "clear" the building before checking containers, I've had it in empty buildings, I even had it in a bedroom of a remote farmhouse. Tiny little room, checked the bed, found cash, and as I was putting it in my inv, 3 puppets appeared in the room. I've had puppets walking through walls, I've had puppets rising out of the floor, I've had puppets falling from the sky in a circle around me.
It's mental.
For me it was ok with LTZ and MTZ on some locations but htz was always a mess.
I tested it with #destroyallzombiesinradius200 and when you spam this comand, it always destroys xy ammount of puppets, meaning they respawn almost instantly.
Try it now after 7 months please, i’m curious if its still like that.

That has been my experience too. They are spawning right behind an area you've just cleared - especially in bunkers and abandoned bunkers. And that's not even the worst part, they are spawning in aggravated on you, as soon as they spawn in, they're looking for you, it makes stealth pretty redundant, i don't use guns just katana and bow and it's pretty much impossible, as they come in waves that don't end and also, some of them are almost invincible, 12 hits of katana for what usually is 3. 18 rounds of 9mm for another, mostly head shots, i had one that just wouldn't die no matter how many broadheads i put in it, so i logged off
it's hard to explain it, it is really not logical. So, you go to a bunker, one corridor, you take out the 2 that are there (maybe more) with bow, or katana, then all of a sudden, there are 5 or 6 aggro'd banging doors from everywhere, each time you kill one of those it seems to bring another wave, eventually, if you haven't died or met an invincible one, the area goes quiet, you move to the next corridor, same, repeat exact same above, decide okay ♥♥♥♥, i've had enough of this and go back to the way you came, guess what, same again, they're there again, magically, as if you've never just cleared that area out.
Abandoned bunkers are worse because the sitting razors will be spawned back in along with the ones that are instantly honed in on where you are. It's not a fun experience, especially if you like stealth approach. It seems extremely unbalanced
