Nights here even during the summer can drop to quite cold once, so that might be the reason why it drops lower.

I feel like, even in a region that's constantly cooler than most places, with all the green landscaping, the only places that one should be feeling the effects of cold weather would only be in the areas that are covered in snow... The greenscaping in the game suggests more stable temperatures, whereas the snow areas are, obviously, cold. Even at 40F in real life, I am comfortable wearing nothing but a pair of shorts outside.
For example. I’m from Canada and to me the colder temperatures in the game (-10C/14F) are comfortable in a light coat with a t-shirt underneath, and I’d just put my hands in my coat pockets if they got a bit chilly. Whereas the hotter temperatures (43C/110F), I wouldn’t be able to function in if I was sitting on an icepack, surrounded by fans, naked in the shade…
I mean, yeah, that's a fair point. My point, on the other hand, is simply that which to allow server owners to adjust the temperature settings to their preference.
Nights outdoors are cold in most places that are not tropical. Spend a night out in the forest with no bed roll/ sleeping bag.
The "i feel chilly" is likely more of a prompt telling the player its cold now. you do not need to worry until multiple prompts of "im freezing" and metabolism give hypothermia. same for opposite and getting hyperthermia, which is probably easier to treat.
