It's up to you. Both rifles serve their purpose and you can decide which one you prefer.
Personally, I like the AS-Val more than the VSS in terms of appearance, but both rifles can be equipped with the same attachments and both have 30-round magazines, and both are fully/semi capable.
"The VSS is the mid close range designated marksman rifle variant, the AS Val is a close quarters armor smasher.
If the game renders it realistically, the AS Val is lighter and about an inch shorter. The internals of the firearms are about the same for each of the rifles except the VSS has a slightly slower muzzle velocity then the AS Val IRL and both are factory silenced."

Just to clarify, are you confirming that these two weapons are programmed to have different projectile characteristics?
With the emphasis on how they are coded in game, not real world characteristics.
