This is something you should find out for yourself. Every weapon in SCUM is a device for disabling all kinds of dangers and each has its own handling. Whether and how well you can handle it also depends on your own training.
Still, some weapons are quite obviously strong. The M82, for example, has .50 BMG ammunition. This Large Caliber is extremely powerful and strong. However, the rifle itself already weighs a lot and you have to look for the ammunition because you can't make it yourself or buy it.
(In terms of efficiency, it is very strong, but also extremely maintenance-intensive.)
Other larger calibers also have correspondingly good power. A common one for me personally is Cal.30.06 and 7.62x51mm, which makes the SVD, Mosin, M1 Garand and Carbon Hunter more interesting because I can also find ammunition in an emergency.
This is followed by the .308 for the SCAR-DMR and the AWP, also 2 weapons that I can rely on.
So it makes a big difference which weapon you choose and how well you get along with it. They are all deadly and you can hold your own even with a 9mm Mp5.
However, there are no direct damage values as to how much damage a rifle does. In SCUM, "kinetic" energy also counts more and it's not just large calibers that are good at it. :)
I usually go with either Block and UMP in .45cal or HS SF19 along with MP5 SD in 9mm so I only need to carry one type of ammo for the auto and sidearm.
Regarding effectiveness there's not much of a difference against puppets and also for pvp.
You can kill a kitted player with an improvised gun and 9mm with a good hit.
Also 9mm is the easiest to craft at a workbench
Ps. Helmets do not protect against 9mm
Carbon Hunter is in 3006, Same as M1
I also think the .308 suppressor fits the Carbon Hunter. It's all a bit confusing. ;)
This is the real correct answer. Other players die to bullets so fast it's stupid. And it doesn't really matter what round you shoot them with. And it's pretty much the same for all the pve the only difference you will notice is if you use AP ammo versus puppets that are armored.
damage should not be something to be concerned about, every weapon in scum can take down a puppet, i used to favour the hunter 85 all the time due to it being almost quiet, i used to take out a puppet and even one 10 feet away would not react, and with a scope it was almost perfect mainly because no one else bothered with it, so if you got killed they would leave it behind, now i prefer the 9mm weapons since 9mm ammo is easy to find, buy or create, and getting silencers isn`t differcult i do find that puppets still hear you even from quite a distance, but i always carry a kitana or a cleaver for melee, everything else and melee isn`t a good option right now.
in PVE its really quite that you can basically get away quietly in situations.
so Hunter85 and the ruger are my go to weapons.
in PVP its also the hunter85, my character hates violence (thats how i made her to be) however, she likes to annoy other players by hurting them but not killing them. :)) i usually die in PVP bc im not that good. but its always funny to annoy other players. a dink on the legs or the arms are funny to look at through my scope. :)
