Honestly with how spawns work now, I don't see how the Tunnels would be passable. In that area you must carefully time your movements in close quarters with the mechs... if puppets were randomly spawning around you this would be nearly impossible. Certainly impractical and not worth the trip.
I do find them in the area around the round stairwell which leads to the underground warehouse area. This area is away from the mech paths so it makes sense!
I imagine puppets are off throughout the mech-path areas for this reason: the current spawn system doesn't fit the level design.
The OP is obviously a fan of the game. Maybe he doesn't know the lore.
The game has lore; a story. The story has nothing to do with zombies. We should at least respect the creator enough to use the correct nomenclature.
If you created a game about skinwalkers and people were referring to them as werewolves; well, you get my point.
