Could a developer please explain why these settings are still in the server settings INI file,
because these settings are not available for adjustment when you open the server settings window while playing on the server.

Is the code outdated or what?
I have another 4 servers with different game titles and I know adding or removing settings will influence the game play or cause bugs.

You are absolutely right. These settings are outdated and do not work anymore. And yes removing them right now causes some issues. You are absolutely correct.

Rather, in my opinion, it would be more useful to set zero attack damage from puppets than zero number of puppets to know SCUM. You will also get to know the puppet spawn.
