I think you should read the patch notes again. I don't see any improvement to the spawn system itself.
Indeed, when we heard about hordes being a thing, we were excited/hopeful they might actually implement it well, that didn't last long, and to be honest based on the games current state we should have had much lower expectations.
They turned this into a running game, puppets going through open windows made sense, maybe make them a bit awkward getting in or something, same with unlocked wooden doors...................... but them beating in solid metal doors? lmao.
Me and a group of friends started playing this again 5-6 weeks ago in anticipation/hope of the horde update being what the game needed, but it is still such a poorly optimised game that lags/desync's/rubberbands all over the place on any multiplayer server that has 15 or more people on it., introducing a horde mechanic was a bad idea in its current state, and the metal door magicians was just another lazy implementation.
We have all since uninstalled it, gutted as we were kind of enjoying it as such, even with its dreadful performance, we could deal with it as such because it didn't constantly spam enemies on you, you could actually clear an area, you know, like you would in RL, now the game cheats mobs all around you endlessly due to really lazy design and implementation, it is just a joke now.
Run run run run run run run, oh what fun.

I think the developer means by the above that he can't promise that the puppet won't respawn near the player for sure, but he made it that way.
The problem is the spawn system itself and not that there are fewer spawns now. If you read the post properly, you would notice that someone here is complaining about hordes spawning out of nowhere. The problem with the new spawn system is that puppets now only spawn around the player, which means you can no longer see puppets in the distance and sometimes leads to pretty stupid and completely non-immersive situations.
I feel you man, I have a friend who keeps trying to get me to play with him and everytime I try, I'm just like meh, everything feels lazy and a shore. I was like you when I saw that horde update, I tough ''this could be a game changer'' and its just not. I'll try it again in a couple of months or a year but deep down I know this game will never be great.

I want real hordes, not spawning muppets around my character.
After the encounter ends it starts global cooldown until the the new encounter can appear in that zone. If it happens in the MTZ encounter and cooldown is set, that cooldown is not influencing HTZ and LTZ. This multiplier is added to based number.
In most cases base values are like this:
HTZ - 300.00 - 600.00
MTZ - 0.00 - 0.00
LTZ - 0.00 - 0.00
Setting_EncounterCharacterAINoiseResponseRadiusMultiplier:
Sets distance between the alerted entity (ex. screaming puppet) and other entities that can hear it. In other words the distance that the alerted entity be able to alert others.,
Formula goes:
Base radius*multiplier
HTZ - 20 meters
MTZ - 20 meters
LTZ - 30 meters
I have no clue how to set that + I played with a friend on a server so I dont think we get to chose that. I don't enjoy tweaking a game either, I like playing it on vanilla the way the devs intended to.
On the other hand I appreciate your input and hope it can help someone else here.
Or, the developers thought that if they had enough hordes that would not negatively impact performance, players might not encounter them, so they made the hordes occur around the player.
With this patch, the developers have responded to players' requests by making it possible to prevent the horde from occurring immediately after the horde is processed and to prevent the normal puppet spawn from occurring during the horde.
That last bit couldnt be anymore true, the current system is complete crap and honestly the devs havent even tested it. Maybe they just have no clue what the definition of a horde is or they just enjoy releasing bogus updates just to catch a few players back.
Thats nice n all but they knew what type of game they wanted to make, a massive open world survival zombie game. That would logically include lots of zombies and hordes, if their engine cant support it then they chose the wrong engine from the get go and that says alot for the rest of the developement of this game.
