i want to never see them spawning again on any area what i just cleared as long as i stay in that area!
it's just stupid and fantasy
-Encounter Character Respawn Time Multiplier is set to 10
-Encounter Horde Noise Check Cooldown Multiplier is set to 10
-Encounter Horde Spawn Distance Multiplier is set to 10
-Encounter Horde Refill Time Multiplier is set to 10
All other settings for NPC is as they were at update
With these settings I looted a police station, one of the easier ones, but I tested settings. I fired a gun and triggered the horde, only 3 puppets (I also have mechs and bombers turned off while i get used to new environment), I took out the 3 and then fired gun again and this did not trigger a new horde. I went to roof of police station and puppets inside were already stirred up. opened the roof door and took down 3 puppets with gun, no new puppet respawns and no horde respawn. Was one more puppet downstairs in foyer area, seems he didnt open the door, so took him out. Then I unlocked and looted all cabinets and all other lootables. no respawn at all while I was there. Not sure how much time my settings give but as with most people i dont hang about for tea and crumpets, get in and do the job and get out again. hope this helps you. Enjoy the game

Is 30 seconds for 1.0
0.1 being 3 seconds
10 being 300 seconds (5 minutes)
For some reason devs have capped this to 10 max (5 mins). Which seems not enough if any players do wish to customise to have longer gaps for the encounter manager or horde expiries ( like we had the longer 30 min time to expiry on old ExteriorSpawner settings)
I know why other settings are capped at 10 due to performance but not sure why they capped timers as well to 10?
Yeah its def proximity based - we roared into town in a pickup and there wasn't a puppet in sight. We sat in the pickup waiting to see what would happen. Nothing.
We got out of the pickup - and sure enough, we watched them start to pop in around town.

I set each of these to 1800 thinking it would wait an hour before respawn, but it has been days now without a puppet respawn. What should I set to if I want puppets to respawn after an hour? Unfortunately, I don't remember what the default settings were.
