I think the op is talking about the access to the bunkers. They need to be unlocked now. You can find the keycards in police stations.
And when they are found a 24 hour clock starts. The bunker must activated and looted before the 24 hours is up. If you are still inside the bunker when it deactivates you'll get teleported out and loose all loot on your character. This is how I understood what was said, Please correct me if this wrong, but I don't like this, I feel like Im forced to choose between two choices that both could be negative: either go do the bunker if I found the keycard even if I don't feel like doing a bunker at this time OR don't use the keycard but that means losing out on a good opportunity :(
Also now you can't just go to a bunker with your friend to explore and have fun; nope, you gotta find the keycard by getting lucky in the police station and then within those 24 hours you have to do that bunker. I think what I don't like is that it feels like being forced into doing a specific content path in a specific way and time. Perhaps other people will like how this will work but to me it feels like it takes away some valuable freedom of exploration and impulsiveness in this sandbox of a world.
Before the patch I played with my kid and he found the bunker while we were separated. He explored the surroundings of it and we talked about how to get into it, and when I got to him we did go into it and it was super fun with some strong dangerous enemies. I think such an experience is not going to happen anymore, as you cant randomly find bunker and decide to explore it?

( i know theres 2 but... common)
theres other things you can do to encourage "encounters" that dosnt involve damn near forced pvp... but i can learn to live
