This can indeed happen and depends on how loud you were overall. If an alarm goes off, the best thing you can do is take cover and hide as quickly as possible.
Any further action could cause Brenner and Razor to remain attentive or even become more attentive. If Brenner stays in one place, there's not much you can do. Especially when you've already been cornered. Now all we have to do is wait and hope that it moves away again before the electrical fuse is used up.

The Looting is one of the reasons he and also razors got attracted. It creates noise and thus increase the possability of luring them to the player. If you take your time and play around a bit with what you have you can however avoid this a bit.
Loot piece by piece and always be aware of your surroundings. Slow progess in a good timeframe is adviceable as you have only limited time when using fuses. The Slower but steady you progress the less you will attract opponents of higher Dangers.
Silencers or Silent weapons with lower calibres will do the job just fine without creating much attention.
My best approach was with an UMP or AK-74 Su ofc silenced. These SMG's proved well for me in the abandoned bunkers as larger calibres will create more noise (At least i had the impression when i went with 5.56 or 7.62 into bunkers).
