That's how it is meant to be (unfortunately, I have to say).
I personally don't bother about puppet clothes anymore.
Not only are they not really usefull anymore, but also do they drop in percentage quite quickly if you wear them, so you're repairing them all the time and never have fully functional outfit.
And be careful if an item drops to 0%!
There's a bug in the game right now that may damage the content of a complete chest if you put a 0%-item in it!
The glitch is the issue with 0% items in chests that I mentioned. .

- improvised kits can only med to 50% with maxed out engineer/repair skill
- regular kits allow to repair up to 100% with the proper skill
