I have been an archer for many years, I also make bows. So for me this element of Scum is so much fun, outstanding physics representation of archery. The sounds, the feel, it really makes the feeling of doing virtual archery very close to real.
Only through regular practice did I learn to shoot them in real life. But for certain, more than 1 hour practice will leave me weaker and maybe damaged for a week.
I don't think it will be exploited with firearms, ammo is too valuable. However shooting on the targets is the realistic way to start leaning firearms. But you must shoot well to improve. Not just unload magazine at the target with no skill.
With archery, shooting targets is exactly what you do in real life to practice the skills. Exploiting means doing it a lot? Then you would actually not be exploiting but dedicating a lot of your real life time to training. Crafting arrows, keeping condition of equipments, it all costs something.
Even if the code caps the practice range learning at basic skill level it would feel more realistic than gaining nothing at all.

You can always set your archery skill level higher at character creation, if your comrade has only just started using their character they could always create another instead.
Otherwise single player is great for learning such things
