Once the base is finished I'm well into medium engineering.
For me personally it was always on the go. i.e. repair of weapons, primarily using spare parts. That can give a decisive boost for engineering. If you build a weapon here, for example, from several low % weapons to 100%, that's a clear step forward.
But also, as noted, through base building and general maintenance of items and mechanical devices in terms of repairs, significant progress can be made here over time.
However, as Hortensia already pointed out, constructing BB elements is one of the quickest methods when you are just beginning to learn. Here you can quickly upgrade your engineering skills with simple constructions.
Go to the saw mill if you want to get it done quick.
