Which launch option is best for a high end PC,
-Play Scum
-DX12
- Vulkan

Too many variables involved. It's going to depend more on your PC's particular parts and running programs than just "high end". Also on what you consider "better". Each option is better for differing reasons. You'll have to try each one and see which works best for you.

Google all 3 and see what they offer that sounds best to you based on what you prefer

"Play Scum" has been a CTD riddled mess, most stable ( means playing around 12 hours every now and then, without crashes) is DX12.
Vulkan didn't even want to start.

On my computer, DX11 (play Scum) is rock solid stable for hours. DX12 was hitchy for me but I suspect that has something to do with shader caching and would go away after 15 minutes or so. Vulcan I couldn't get to run at my resolution which is 2560x1080 old school ultrawide. I think you just have to check them all out to see what works best on your computer.

Fair enough thank you, i tried DX12 on EPIC graphics settings and it ran beautifully, few stutters thats it

4K settings on epic config with DX11 or 12 fluent. stable 30-60 FPS
ryzen73800x - 16GB - RTX3060Ti - nvm ssd

I run on second screen over 20 VLC Player windows, firefox and chat messengers...
I've activated Vulkan start option in steam but i see no difference...

Game engine is stable, just 2 errors in aprox. 500 hours playtime

It all depends on what your PC hardware can handle. If you are not sure, always choose the lower option just to be safe.

im 1440p on DX12 with Max settings hitting a minimum of 100 and about 75 in big cities

13900k, 4090, 64gb ram, whenever i use the normal setting aka dx11, it will give me d3d Crash. changed to dx12 and worked like charm, stable fps, 130-150 fps on max settings and 220+ on DLSS ultimate quality.
