Indeed you can use commands to see spawned vehicles. the most simple command coming to my mind is always this one:
After activated open your map to see if Vehicles are spawned, they will be shown with name and type as a blue spot on the map. (You also can click on these spots to instantly teleport there if you want to.)
If however no vehicle has spawned so far, you can delete the ServerSettings.ini and let it be recreate with a start of the game. The serversettings.ini is located in :
C:\Users\%username%\AppData\Local\SCUM\Saved\Config\WindowsNoEditor
Delete the "ServerSettings.ini" and start after done the game, this will recreate the ini on up to date. Try again if vehicles are spawning now. :)
If you use any admin command during a play session you will disable achievements during that session. To get around that all you need to do after using an admin command is to relog.
Cars don't spawn. They hit performance. After you walk through an area that they were programmed to spawn then they will but not until.
So you have to retrace your steps to see if one did or you can use an admin command to see where they are and go there.
No :), by deleting the ServerSettings.ini you wont delete your Progress.
The "Console" is just the normal chatwindow (Press "T") to open it. Here you can type the command. This wont interfer with gameplay in any way and is just a possability for Training or checking or even if you just want to have fun in testing around. :)
Achievements can be reenabled by quit to main menu and load the game again. Feel free to ask us if you want to use them and understand how they work if you need. :)
