Report a translation problem
A "Partial Wipe" means loosing everything except your character's stats and gold (bank account will be wiped too). Enabling "Gold Wipe" means loosing gold too.
"Body Simulation Speed" is the speed multiplier for your character's metabolism.
Decreasing this will make things go slower, e.g. digestion, getting hungry/thirsty etc.
I think healing speed is not affected, at least I haven't noticed (running "Body Simulation Speed" at "1").
XP gain is not affected by this setting. AFAIK only your characters actions affect XP gain.
With regards to multipliers, it depends on the actual settings.
Increasing any kind of speed related settings will speed things up.
Increasing any kind of time related settings will slow things down.
I'm not aware of any way for adjusting frame point requirements at traders, but you can switch it off entirely.
Look for the script file "EconomyOverride.json" in "\Users\"your Windows username"\AppData\Local\SCUM\Saved\Config\WindowsNoEditor". (Windows 7, might be different in other versions)
Change "enable-fame-point-requirement" : "1" to "0" to switch fame point requirements off completely.
