You should be able to find it in any city.
Therein lies your problem; your stance about what a survival game should be. Apparently protecting yourself from being raided isn't part of a survival game. By definition, survival is the state or fact of continuing to live or exist, typically in spite of an accident, ordeal, or difficult circumstances. The potential for your belongings being taken from you and protecting yourself from that IS in fact a component of survival.
By your logic stating that this isn't a raiding game, than neither is one of the way you currently acquire loot/guns from inside a bunker, for example. Military bunkers in this game take measures to protect YOU from getting inside the containers/crates by locking them. Those have locks on them. Should they also be changed to combination locks so nobody can bypass them unless they know the three digit code? You picking those locks to get into them is exactly that.....raiding.
Using your brain to come up with an alternative way to protect yourself/stuff from getting taken is "survival." A dev handing you the ability to place a "magic lock" on an entry/exit point that nothing can happen to and completely removing YOUR obligation to come up with a way to "survive" is not making it a "survival game." Remove that threat or danger and you are no longer in a state of "survival." Apparently in your little "Harry Potter" world I just need to place a magical combination lock from my middle school gym locker on it so nobody can get through. *sarcasm on*.....Makes perfect sense....*sarcasm off.* Its just lazy. This is allegedly a survival game, not a Disney movie.

it cant be picked. Thats not "real world," genius. Only the code opens it. If you are talking "real world," the game has a hacksaw in it, too.
Nope the cities are no loot zero loot because you removed the loot. It might be a bug but you still did it with this update.
Lock picking took a minute.
That was ♥♥♥♥. The combo lock was extreme but they knew nobody built bases anymore because it was a target in minutes for someone that didnt earn it.
Live with it for now because easy lock picking killed the game for years.
I was pretty salty about it and quit for awhile but came back with this last patch. I've built a base this time but so far have the one dial lock and am currently upgrading to metal. If I find a few more I might move my main loot into a pre-fab. All in all as solo player this lock is a god send.
this new lock gives some hope for longer game for the simple builders/stalkers... and (thanks god) decreases chances of thiefs. This is my opinion
