Yes, it can be very rare to find a vehicle with a driver Seat. It differed for me between 10 Different Approaches a lot and it is quiet a bit dependend on Luck. However, driver seats and car parts in generell can be found in workshops or garages. The Large Scrapyard also has good chances for items related to Vehicles (Search the stocked Wrecks).
If you have accumulated already enough famepoints it is also worth to buy a seat in order to bring a vehicle back on the road or at least for pushing it to a trader.
Removing the Seat is also a good way for other players to gain time until they have other equipment to bring the vehicle back on the road. Kinda like a anti theft measure. Works also well on Vehicles without Wheels.
Vehicles will despawn after 10 Days of inactivity. 10 Days refer to Real Life Days not ingame days. The best way to reset the timer for inactivity is sitting in the car and starting it (If it has a engine.) if it does not have you also can Push it, these count toward "action" and will reset the timer.
Vehicle Settings for Spawns (Vanilla):
Is these "pushing"(sorry my english isnt good) Feature, in which you roll the Car over, or forward/backwars a few cm thing, already counting as Pushing? Or only the Activ "I Push the Car with 4 Wheels like a Real Life Car" Push?
If i am not misstaken it does not count toward it. Pushing the vehicle is only possible if the vehicle has 4 wheels. If a vehicle has an engine you need driver seat, 3 wheels, battery and fuel to start it (Or also here 4 wheels to push it)
"Nudge" and "Rollleft/rhight" is only for stuck vehicles or when you need to overcome a obstacle (For example when you are actively pushing the vehicle but cant pass the mountain.)
lol its so unrealistic to spawn so many cars without driver seats.
i wish it was due to people stripping them because thats solvable... but no they are spawning that way.
They are both spawning that way and are getting stripped of for their parts, as it was mentioned, anyone who plays on the servers will want others to have a harder time in getting functional vehicles as that sets back progress for other players and makes it harder.
And i am Fine with that, Heck i even love the Idea that Cars and Vehicle in general are treated as a Luxury which is really hard to get. Not everyone should be able to get a Car ready in 2 Hours or so..... However in Terms of Balancing the "Spawn Times/Rates" fell a bit off. I get that People wanna make it harder for Other Players, but if litteraly every Vehicle is striped down to its Core and the only stuff left on it are some "Body Parts" like Front and Rear Bumpers and the A/B Pillars.... I think they should despawn a bit Faster on Official.
Me and my Mate got around every single Spawn Point Yesterday, we didnt already checked Twice, and litteraly every Car on a "around 20 Ppl always on" Official Server is only Body Parts and Bumpers, its just Frustrating, espacialy in Combination with Stealing Cars beeing a Thing. Our Initial Car got stolen (which i am also fine with, i like such Mechanics) but we searched for over 12 Days and, roughtly 3-4h a Day, and couldnt find one ONE Car which would be in any Kind of Condition to Repair. And also not a single One of them Despawned, meaning some Player (on this Server at least) are absolut dedicated to go to all this wrecks and making sure to reset the Timer for the Despawns. OFC they Invest Time, but not nearly as much Time as anyone else does to try get anything together.
Therefore i suggest to change Respawn Rate of Cars, depending on how much Player messed with it.
If the Car Spawns and Nobody bothers 10 Days( at least thast my knowledge) are absolutly Fine. But if Player go and take out everything and come back to build the Seat or Tires in to push it 10 cm just to Extend the Despawn Time (without claiming it for themself) is just Frustrating. Because if this gets a common Strategy it will forfeit a lot of the Game itself, just to make sure nobody else gets a Car. Also it gives the Player who can put in a lot more Hours per Day an even bigger Advantage as they already have.

Who can strip down a vehicle without any tools, IRL? Not sure why the devs thought stripping a vehicle for free (no tool box required) was a good idea.
Who can jump in someone’s car and drive off without keys, IRL? Wouldn’t it be nice knowing someone can’t drive your vehicle without the keys?
A DayZ mod has that. It’s wonderful.
I can carry three metal crates in my vehicle, giving me plenty of room for parts, and this isn’t a good thing.
I stole two vehicles from players on the central us solo/duo server, and not surprisingly, these players also had three metal crates with car parts in each.
Def needs some change
