What determines a skill cap is the stat attached to it
for basic you need 1 in the stat
medium requires 2
advanced requires 3
Those need to stay if a disease lowers you below 3 for example you will loose advanced till it goes 3 again
so a player starting with 3str 3con 3dex 3int
can take 1 advanced skill per stat and then level all the others through game play and continue to level up the advanced which I have no idea if that matters
or a mixture from the available pool
A higher int now may be more beneficial cause it helps level up the other skills easier but you can still get stat capped
ie I have medium rifles filled but can't get advanced cause strength is not yet 3.0
