0.9 Repair Stabproof Vest, Helmets and other Armor
Hey Guys, since this Patch it seems i cant repair Armor anymore...... But since i am not sure if this is a Bug or i changed anything for a New Character on a New Server, would someone so kind to tell me all the Requierments needed for this?

I think you need at least basic engineering skill.

That is correct, you will also need a toolbox.
