I highly doubt it. EU/UK 10 slot server for 30 days cost $10. If you are going to deploy your own server in let's say DigitalOcean (which is not very expensive), you have to pay $20 for 2GB/2CPU VPS server. So there is a very little benefit out of hosting these servers until you are a huge company hosting incredible amount of them on huge machines and you can benefit of some servers idling.
I don't know how much SCUM is demanding and I would really like to play around with the server hosting myself, so I'm also waiting for v1 release and hoping they will make private hosting available. Would be awesome to create a one click deployment of a server.
Just because others do it doesn't mean it's mandatory. The developers decide in the end when it is right to make the server files available. They also do not receive any benefits or % from the server providers.
The main focus is on the development of the software, that everything is what it should be and that everything works as it should. If the game is then in the release from the EA for 1.0, it is much more plausible to tackle it when most of the side projects are then also completed.
