Report a translation problem
I had the same problem once and managed to get another foundation to snap in front of the high foundation halfway down. Then the small stairs reached from the high foundation to the lower foundation, and from the lower foundation another set of small stairs to the ground.
dont build on a slope
and
Scum island is nothing but slopes
Since I really hated my house, I am going to build it again on the opposite side of the road. The slope goes the right way then, I can access it easily.
Are there any videos about that thing Linea said? Cause I didn't find any.
Indeed it seems it is no longer possible to do this ^^
Cant snap them together anymore.

Only other way to do it now seems to be manually placing lower foundations and have the stairs overlap. A worse solution in any way than before.

L,U,C Stairs seem to be only usefull when your foundation is placed on flat terrain since you cant place them downwards while the half-stairs cant be placed upwards. Wonder if this gets sorted out somehow in the future, doesnt seem final to me.
