Like other games. there are tactics to use to go this way or the other. It is up to you, and your squad to determine what is needed, and if you will sacifiice yourself to be a part of the team where it is lacking.

The best is always what you are most comfortable with and what suits your playing style. As you have already pointed out yourself, there are various skills that you value and these should be the focus.
For those who really need it, intelligence is also an important factor and should be at least lvl 3 to be able to reach the advanced category here, or if you're planning a larger squad, you should increase intelligence even further as that's the only core attribute that doesn't get boosted can be.
Everything else really depends on your playstyle. What you really want right at the beginning and what you can do without.
Survival skills level up relatively quickly overall, which is why I recommend having engineering at least on medium so that you can build all the necessary components and also strengthen your base a bit.
Locks opening or demolition is hard to tell. From my killbox experiences, opening locks was more suitable than demolition.
Melee is also a slow skill, so increasing it makes sense while other ranged weapons are boosted relatively quickly.
