If that's really the case then this sector gotta be removed for getting spawned in as a new char! Or entirely removed for spawning and respawning.
But yeah new players are doomed, they dont know they get contaminated in that area and might stay around that place until its too late. Guess its a thing you need to know or learn once.

You don't even need to go that far. anything contaminated slowly loses contamination over time. If you are just within the radiation zone the light exposure wears off within 5 to 10 minutes. as long as you don't eat the food before the contamination wears off you wont get anymore rads than you were already exposed to.
In that area your exposure is less than 2 rads per minute. You may see your exposure rising but unless you remain in the area for an hour you wont even get seriously ill. The radiation zone extends further from the plant on the east side than it does on the west. the zone really isn't very big.
