Also it needs to have a driver seat and at least 3 wheels.
Cars without engine are to get spare parts or push them to an outpost to get an engine installes but its expensive and you need to be close to an outpost.
When you open the inventory screen to check on the car - Right from to the orange bar showing the fuel there is a blue bar showing the battery, if its completly grey it is out of power. You need to charge it or you can try to start it while it rolls down a hill with enough speed.
It should be able to drive even without a battery and an alternator as long as you get the engine started up.
Btw did another check, i thought it is ingame but it seems starting a rolling car is not implemented yet.
Can only reproduce that, if the car_repair_kit does not have a least 2 charges left.
It shows the option but doesn do anything, you likely need a car_repair_kit with more charges.
