There's a special scope that's particularly made for the K98 (and it also fits to the M1891)
It's called "ZF 39"

You find it quite often in the castle in the center of the map (south-east of Zargoje), sometimes in WW II bunkers, and in other military loot, of course.

[Edit 1]
And just to make sure:
Mounting a scope to a rifle works in two ways only:
You have to drag it from your inventory (backpack or so) to the gun that is in your hand.
You can not drag it from the vicinity or out of a box directly to your gun.
Though, sometimes it also works if you double-click on a scope in your vicinity, while you have the gun in your hand (but sometimes it doesn't and I can't tell you when and why).

So, safest way is: Put the scope in your pockets, take the gun in your hand, then drag the scope to the gun.

[Edit 2]
Forgot one thing, probably because I'm mostly using bows and arrows....

There is a rail ("Improvised Rifle Rail") that you can mount to your K98 and then all other scopes in the game can be added to that rifle.
You can craft this rail, if you have high enough skills.

Sometimes it can also be found in loot. I found one, once.
But it is extremely rare (and I am not 100% sure whether it was not one that another player left behind).

I have an improvised rifle rail and it would not attach to the k98

Which one do you have?
There are three different improvised rails.
A short one, a long one and a "side rail" (to craft the latter, you have to have "expert" skill in survival.

You need the "side rail", the one where you needed the highest skills to craft it.

However, the ZF39 scope is not that rare. Chances are good that you find it in military loot.

i got it to link up. increased sniping just means i can hold my breath longer right?

I think you also have less (and slower?) movement when looking through the scope.
But I never skilled sniping very high, so I can't really tell.
