You don't need battery cables unless you are recharging the the cellphone battery with the car battery.
What do I have to have to recharge the batteries and if they explain to me how I recharge them better

I do not want to recharge the car battery I want to recharge the batteries individually
You can't recharge the blue batteries (or the car batteries) at this time. You can use the car battery to charge the cell phone batteries, however.
smartphone batteries.
1.) Have car battery with enough charges in inventory or vicinity.
2.) Have jumper cables in inventory or vicinity.
3.) Have smartphone battery you want to charge in inventory or vicinity.
4.) Right click on smartphone battery and click 'charge with car battery' - done.
Never tried with the small blue ones, but I assume it'd be working the same way.
If it's not working for you like that, I don't know. Maybe it's skill related and you don't have the skill. I'm not sure about that.
Works for me every time though.
As marktkm said in post previous to yours:

The blue batteries are 9 volt transistor batteries (like the ones you put in your smoke alarms at home).
I just like to have a charged smartphone battery in my travel box, just in case. :)
That is correct.
I can recharge a car battery with a car battery and the cable, managed to get one up to 77/100.
Not talking about recharging a car but the actual battery.
Thank you, so it wasn't car batteries but the normal blue batteries that can't be recharged then.
The blue batteries are just 9V block batteries, while smartphone and car batteries are rechargable ones; so it would make no sense if you couldn't recharge a car battery with another one.
Still took me some time to figure the how-to :)
