How do i charge a car battery?

You can charge them from any of the other batteries in the game- other car batts, cellphone batts, or the little blue ones. Make take several of the small batteries to get enough charge to start, though. Just have a battery in your possession, put your cursor on the car, hit the 'F' key (or whatever button you may have it mapped to), and you'll see a charging option.

Sorry for the off topic, but what skills is needed for the enforced and advance key lock?

Padlocks and a tool box are needed to make either of them. 10 padlocks for a ailver lock (enforced) and 15 for the advanced lock (gold). Medium engineering level is required to make the silver one and advanced engineering for the gold ro make along with the padlocks...Or you can purchase either from the trader outpost
