If the bag still has 1% left, for example, you can of course try to repair it with a sewing kit. You will also be able to repair weapons that are in bad shape, but there are a few differences. :)
Like most items, clothing cannot be repaired beyond 50% if the item's durability has fallen below 20%. So if you now have a backpack that only has 18% durability left, you will be able to repair it but not more than 50%. If the backpack still has 22%, you will be able to repair it completely.
This doesn't apply to weapons because the following applies to long-distance weapons with the exception of the bow: Even if the damage is below 20%, you can completely repair the weapon again.
For melee weapons, the same applies as for clothing (including tools), if the durability of these falls below 20%, they can no longer be repaired beyond 50%.
