There are no command parameters or the like for this, you have to work out these values. This is primarily possible through targeted training. Many have already had their characters for a while longer, which of course meant that they could also increase these values accordingly. Thanks to the partial wipes, no progress for players was lost here either.
Normally, however, all of this adapts to your playing style in the game. Play how you like to play. The core attributes will then of course benefit from this in the corresponding areas. So a lot is already possible here and over time the values will also increase.
I'd say anything you feel you MUST have but cant be bothered with grinding for.
And regarding grinding, some skills are way way harder than others.
Running for example, really powerful to have at advanced but grinding it out is ridiculous, though not as ridiculous as melee or medical.
Engineering/Survival/Demolitions super easy to grind by adding planks and sticks to appropriate blueprints.
If you want to test grinding difficulty create a character with 1 in all attributes and zero skills and try to increase everything to medium. You won't, but you'll have an idea of what you feel you need as you'll be missing everything.
Also right now, DEX is easiest to level up, just keep calories bellow 100% and it'll keep increasing forever without having to do anything else.
STR and CON requires massive grind. CON you can lose by not moving, they reduced the reduction by inactivity by 50%, but there's that.
In addition, his character had all the indicators (circles) completely, that is, not an expert, but an expert + and another 100% to him. By all parameters. I doubt he's even that good at lock-picking or medicine.
