Well, if they're not going to fix it so that every lightning flash doesn't blind you like a flashbang (stupid, stupid, stupid!), then definitely give us the option to turn those flashes off. Thanks.

you can disable the white flashing screen at nighttime by setting Effects Quality to medium or low.
And if you're lucky enough to be playing singleplayer, you can just #setweather 0, and remove the problem entirely without dumbing down video quality.
After i would say like 5~10 Minutes within felt nauseous almost close of vomiting. So i had to quit playing having a break until weater is gone. Iam a bit photosensitive affecting especially repeating very bright flashing light effects.
Within Scum is only causes issues when its getting into a thunderstorm. Thats the only situation ingame giving me symptoms otherwise i can play it for several hours without any trouble.
I wish that there might be a switch in the graphics that could disable the flash effect of the thunderstorms. As of not playing on mapwide pvp servers i haven´t discovered a hit by a flashbang yet. For me with a flash disabled setting, i think i could handle the screen getting dark and slowly recouvering brightness.
At last i wanna say thanks the devs implementing the cardiophobia switch option. That option helped me as well, too.
