Report a translation problem
Thee is a setting for MP servers, but I don't know if it's been added to the SP settings yet. I just deleted my ServerSettings.ini, so I'll see the next time I'm on. (It doesn't update automatically all the time, so deleting it causes the game to download a new copy with any settings you're missing. If you do have it in yours, here's the patch notes for it:
"Added a new server setting:

BodySimulationSpeed=3.84
This setting will separate the actual Metabolism simulation time from the world time. So in cases of servers that run faster day and night cycles the Metabolism simulation can now be set to follow the world time or run slower. Default value is 3.84."

PeriodicReplenishment.InitialAmountMultiplier=1 <-How much they have immediately.

These are for wells that fill over time (base building wells and I think springs). They have an initial amount that will be in them immediately, a maximum amount they can hold, and an amount that they fill by at a certain time frequency. The game has base numbers for these, and these multipliers will increase or decrease the amounts/times.
For example, the maximum amount a base building well can hold is currently 5 liters. If you change the PeriodicReplenishment.MaxAmountMultiplier to 2 they will be able to hold 10 liters. Change it to .5 and it will only hold a maximum of 2.5 liters.

ProximityReplenishment.ReplenishAmountMultiplier=1 <-How much it has (random)
ProximityReplenishment.ReplenishTimeoutMultiplier=1 <-How long before it will reset
These are for world wells (the blue pump type, the covered concrete type, etc.). They have a 25% chance of having water in them when you get within a certain radius of them, the amount will be random and is also limited to 5 liters. If you move far enough away from them for 1 hour the well will be reset and you can approach it again to see if it has water and it will do it's RNG check again. The multipliers work the same as the ones for the base built wells.
The gas ones are the same as the water ones.

speed time of day would work out a lot better too.
You can already set when the sun rises and when it goes down, you can essentially set it so you have only 30 minutes of in-game time of night.
