Adjusting a compound bow sets it to your personal best pull weight.

Okey so with high enough skill you are able to shoot a normal bow that is above your strength level but you can not hold it as long as a compound bow. Didn't remember it so complicated lol
Max draw with high skill level and low strength attribute on a normal bow is 75%
Edit: Just watched the Video. While it didn't specifically answer my question, some of the examples it gave, showed me what to expect. So time well spent. Thanks!

You should be able to hold the #90 bow for 3 seconds with basic skill and 5 seconds on advanced. With basic skill you should be able to hold the #100 bow for 2 seconds and with advanced for 5 seconds. If i read this chart correctly
Personally, I just go with it ... compound bows are the best but if I find another one I'll just test if I can hold it. With some aiming skill, you don't have to hold bows for very long so I always prefer higher draw weights.
