The only one that can't be outrun is the skinny ones. Your build can affect your speed until you advance the running skill.

What marktkm said is correct, only the skinny puppets sprint, and they can be put down with 1-2 hits. Just watch out for swarms and avoid being surrounded. Also, if they catch you wielding a ranged weapon, you can always bash them to push them back a little and stun them.
