Hey there OP, no the health of the ammo won't affect the damage it will do.
Don't think there will be. You can't repair ammo, anyway. You'd have to tear it all apart and reload it, which is crafting ammo, not repairing it.
Always wondered how that works... if you put 15 rounds of 100% into the clip first, then 15 rounds of 25% in to fill it up, does it automatically make all 30 rounds into 63% ammo? Or will it shoot out 15 rounds of low-health crap ammo, then the 15 rounds of great ammo?
No for now there will be no way to repair the ammunition.
