Seriously.
Maybe at least a couple rounds of ammo would be nice or don´t lock them all when they are empty anyway.
My main loot location is the naval base as well and underground near the submarine there are lots of locked weapon lockers while weapon lockers in WW2 bunkers are never locked at least not in my sp as well as the server I´m currently playing on.
There's also the security room in the office building on the west side along the docks.

Keep in mind there's still a lot more balancing to come. The loot in the lockers may get adjusted. As they are now they're really only worth doing if you're just gearing up (there are some exceptions). And as already mentioned, the locks on them are very easy. Once I'm set with gear I generally just ignore them.
It's something they're working on. It's about respawning timer.
IMO only lockers with loot should be locked.
Life is hard? Only presence of other players make it hard...the game itself (SP) is so easy (apart from killbox and some bunkers).
+1 to lockpicking...in future there will be a way to open them with hammers, crowbar, etc.
So be patient.
Well then you would only attempt to open the lockers with locks. The point is to make weapons scarce not give you some kind of sorting system for finding loot.
