The locked cabinets are the weapons.
Unlocked is usually a standard bow, 10 second locks are pistols or shotguns and compound bows.
Are they always weapons or typical SCUM like rubber bands and santa suits?
This has been what I've found as well.
The Air Drop locked containers are weapons, ammo, and magazines, or possibly compound bow, stabilizer, quiver, 3 stacks of arrows, and string silencers. So, you'll have everything you need to start shooting. The other 5 non locked containers in the air drop pod contain food, 3X medical bandage packs, vehicle repair kit, gas can, 4X large tool kits. The air drops are worth chasing down if you are starting out as they offer a lot of reward for the risk. Well geared PvP players use them as bait to ambush other players. If you can get to them within 5 minutes, get in, get the goods, and get out. The longer it takes you to get there the higher chance someone will be there as well.
Save good lockpicks for the air drop containers and use bobby pin lock picks for police stations where you are not rushed for time.
