My opinion is, playing on official servers, which has the same loot settings as single player - if anything, the loot is too much. Of course, there should be a few tweaks, as some weapons are close to pretty much being extinct on the loot table, along with a few more items.
I mean, what are you looking for in particular. Looting is a bit about knowledge as well, where to find what you need basically.
Its just silly to claim that. Wether loot is low or not is highly relative and up to each persons preference. Airfield is the best loot in the game, so of course if you play on a highly populated server, it will be camped.
There are other POI's where you can get what you need though.
Last night, I did a 5 minute run through airfield on my way from south to north, I had nothing on me and came out with a proper ballistic vest, helmet, lots of military clothing, a shotgun with a sight on it, and lots of ammo.
I did maybe 5 or 6 half round buildings. If you dont think thats enough, then go play on a higher loot server or play COD. Thats just my honest suggestion. This game is supposed to be hard and its supposed to be a struggle.
I have hundreds upon hundreds of shotgun shells and can't find a shotgun. Same goes for .45 ACP. I have tons of it but can't come upon a block 21.
I found a couple AKMs and that's about it. This is days of haunting the same loot spots and moving on and repeating.
Oddly enough, ninja stars are pretty common and I dig that.
Yes, I do agree with all that. I think the loot table still needs quite a lot of work.
What kind of loot spots are we talking about here?
Scarcity isn't the issue, but variance of loot certainly is.
To answer your actual question, you can change the settings for Single Player games by changing ServerSettings.ini in Notepad and increase loot in a few ways.
You can find that file here:
C:\Users\YOURNAME\AppData\Local\SCUM\Saved\Config\WindowsNoEditor
There are two different types of loot--the kind that's just lying around, like shovels, etc., and the kind you have to search furniture or whatever to find; you can not only increase the likelihood of loot in the general world, you can increase the likelihood of loot spawning in those places as well. So if there's a 50/50 chance an item might spawn in a fridge, you can increase that chance to 100% in the settings. You can't pick which loot spawns, of course, but you can increase the rate that it does.
There are several threads with details about each line in the file, as well as a guide that isn't complete but answers most questions you might have.
BTW: specking of the M9 most of the 9mm rounds I get I have to make myself, i do find some but no much.
also, you can make a Improvised Shotgun to use the Shotgun rounds with if you do have a stock pile of them

Actually found a shotty. finally. I have been making 9mm rounds too.
Now if I could only find a block 21 cause I have 250 rounds of .45 ACP lol.
But this is not even talking about how much other stuff there is to find but isn't ever showing up .

And that is it. I spent most of the time playing those two patches looting the airfield quonsets, a town nearby the airfield's police station repeatedly, and the radio station tower north of the airfield.
So about three weeks (?) of playing about an hour a day or so.
I understood the loot table was adjusted the last time two patches ago so am considering that the only relevant time period.
Well, I dont think you should expect more for an hour or so a day looting. But its a little bit about focus as well. If you really want to find guns, I recommend to just loot the airfield. A "pro tip" here is basically that you can start at one end of the airfield, loot all the way around it - and when you're back at the starting point, loot will have respawned. So basically - you can, if you want to, loot the airfield indefinitely.
If you do that, you'll have more guns than you know what to do with, before you know it.
Of course, there's the added factor of other players that can be in the area, and make life sour for you, but thats the game.
