You can craft lock-picks from pins or you find pre-made (they are rather rare, though, while pins lay around just everywhere in packs of 20 in blue boxes that look like ammo-boxes).
Screw-drivers can't be crafted, so you have to find them in loot.
There are two of them a "large" with 40 units (gives you 40 trials for lock-picking) and a "small" one with 4 units.
Every try to pick a lock costs you 1 unit screw-driver and 1 unit lock-pick.
Usually lock-picking costs fame-points if you fail picking a lock that's placed by another player (in their base, for instance)
Not sure if that's the same for cargo-drop lockers.
Yes, use a crowbar. Takes longer to open and the things in the locker get damaged, but you'll be able to open the locker without lock-picking.
If you're lucky to find one. Picks and screwdrivers will leap out at you begging to be picked up in most locations with any kind of locked containers... crowbars? Fairly rare. You could go many days without finding one of those.

Trust me, that's a lot shorter time than you think it is, to grab something and get fully clear. If you think you're going to open and loot all 6 lockers in that time, AND get away, you are likely mistaken.
Oh I know...I looted 1 locker and thought I got away clean, stopped and was going to watch the explosion (would guestimate about 20ft away (or a little under 7 yards). Not far enough appearently. Now I don't mess around. I am running as soon as I hear the beeping (And I have gotten good at lock picking. So no more 30 seconds).
Mhmm. The blast radius is roughly 60 yards- you were not even close to far enough away. I parked my SUV (chock full of great sh*t, of course) within about 40 yds of one, and learned my lesson about that. No more SUV, no more gear, only recovered my 2 equipped weaps i had on when it went boom.
It's the best way to learn an important lesson and never forget.
Until you do; but then you learn it again.
