How to use Rebar Cutter? For what is this? Raiding metal walls? Cut car for a scrap?

for crafting a work bench, you also need a drill and other things

it would be nice to open airdrop lockers and or lockers in POIs i hate lockpicking so it would be a nice lazy way to get loot without needing crowbars.
