The point is not to be able to get fully geared off puppets and a sewing kit. Go out and loot.
Most people don't, and I think that's the idea. I'll loot the first 1 or 2 I come across to get some clothing just to blend in better than the orange drop suit, but other than that I'm checking buildings.
As for the puppets being useless, well, they're supposed to be useless to you. Their purpose is to make it difficult to get to the good stuff and create a challenge.
We're used to getting geared up quickly. By 1.0 it's probably going to take a session or 2 to even get fully clothed, never mind armed with a working gun.
The whole loot system is pretty much WIP and there are many things you can ignore for now since its not worth looting them. Nothing is gonna be balanced anyway as long as there are the frequent air drops that instant gear you for PVP and allow to skip the complete game.
Clothing with low condition is pretty much useless but there are alot of stuff where the condition has no effect yet, like food, batteries, boxes of nails and so on. If all these conditions come into effect we might see more loot on puppets and different types of puppets like a construction worker or a waitress which will drop different stuff.
+1 to low drop chance of high quality cloth from puppets
+1 to puppets that spread disease to players (when you search them)
+1 to puppets that are trapped (explosive activate on death with a timer)
for which reason? players that stop to loot a puppet can be a target of an ambush.
If nothing nice will ever drop none will loot them.
This. People were getting high level clothes / armor too fast. The current system is not perfect and it will probably get some more balance in the future, but for the time being it's serving its purpose fine. They can drop some very useful items anyway ... like ammo , attachments , screwdrivers , etc.
- you can get bandages from their clothes, useful for making stuffs. Also, sometimes bandages can be clean!
- you can get bones and threads to make improvised sewing kits
- you can get leather to be used for crafting
- you can get funny itmes like theet and ears! Why not!
- also you can get eyeballs for making masks and cocktails!
- also, you can get some various stuffs as Bunny mentioned. Yeah, not at 100% but they still work
So not entirely sure they are "useless". Whaddyathink? ;-)

it's unrealistic all stuff they drop is basically worn down.. some of them should be fresh!
Yes but a very low quality so not that useful. Only bandages can be used as quality now is not important.
Could be possible that they can drop common items with good quality?
The same kind of items that we can find looting in that area.
Puppets aren’t there to be “useful”. That’s not their purpose in the game.
then why have them drop loot at all? id argue its harder to kill a puppet and +get a sewing kit (and clean the clothes) than it is to walk into a room and pick a shirt up off a bed!
If you said guns I would have been in agreement but don't understand why acquiring regular clothing fast is meant to be difficult or meaningful challenge?
I don't see any significant different to running around in the starter jumpsuit vs anything else all you really need is a half decent backpack?
