does shooting a target up sniper skill ?
it doesnt seem to.....

It might work if plinking can get you to the level 1 skill, but not farther, or if target shooting gave 1/3 the exp of shooting a live target, so you'd have to balance triple ammo expenditure or something that fights back.

that's how you skill up IRL doh

Maybe if you had to hit within the bullseye from 100+ yards to get a point, so ppl wouldn't just be winging shots anywhere on the target from 20 feet and getting credit.

in single player sure no harm no foul, just NEVER in multiplayer
