The ability to make base building elements in the no-build zones (the wardrobes, etc.) is because people were using them in unintended ways to reach places they wren't supposed to. I'm guessing they were hiding loot in attics that were otherwise inaccessible, or something like that. No word on whether that will change.
Overall, if security of your base is the issue, it makes fortifying a much weaker option right now. Even in smaller towns that have the houses with 4 doors you're stuck with crates that can be easily drug away.
And what about being able to build wardrobes in the city? Chests can be dragged away, wardrobes cant. I want wardrobes in my hideout in the city. I know people can use it to get to certain unaccessable places, but so can everyone else.
