Technically, there's no rule or law, even IRL, that says a hip flask, or any flask in general, has to be used for alcohol. I have a hip flask that I carry everywhere that has either soda or water in it, just because I don't want to deal with a bottle or a can.
As for refilling, I don't know if you can fill it with alcohol. Worst case, you can try and it doesn't let you....
Uhm... Well then xP I tanked the whole thing, right after getting it, cause I thought it was water in the flask...... I don't think I saw anything in the metabolism tab to indicate anything related to alcohol stats after drinking it though.
It's registered as " Hip Flask " while being digested (we still haven't managed to split the item from it's content on the metabolism window ). Alcohol will only show an increased sugar input, some water and a blurry screen if you drink too much. You can fall into a coma if you drink large amounts though, so be careful.

Are you telling me that in future a container will have a "liquid inside" tag so a Soda Bottle when filled with water become a "Water Bottle"? I'm not talking about naming of objects but change of the nutritional values of the item. It seems a must for me with the metabolism update incoming.
And Bunny, if you have 5 mins, take a look about water consumption, wrote something about it a couple of days ago.
