TL:DR;
I had an issue with this in another game. Playing on a hosted server, not an official one and got harassed on the forums. Had no idea how these players knew it was me in game? Come to find out, when playing on a different server, my name was not my Steam name and yet, in area chat, someone called me out by name. I asked him how he knew my actual name and he told me he just looked at the files and it gave him my Steam ID along with my Steam profile name. He then told me he was the admin of the server I was playing on. He said by knowing who the players are by their profile name was the only way to ban or, kick problem players.
Another time was, when I was running around being stalked by a player and found a place to post up in order to wait for him. I ended up killing him and after spending some time on the server, I decided to check out their website. While surfing the forums, I found a stats page where they've taken the game files and created a stats page, not to add, a bounty page and guess what, that player, knowing who he was on Steam because, it's synced with the function of, Last Played With, in your friends page, that list people that was playing the same game on the same server as you were by their steam name so, it's easy to find out who've you've been playing with. This helps with finding people to play with, as well. Anyway, while on this servers forum, I found a bounty out on me by the player I killed. So all other players have to do while in game is to shift/tab out in game and check the players online and that gives you the player's name in spite of the in game name. Then, they know who to hunt for. There is no death kill and by who posted in game though.
Then again, there's always kiddie admins that get their friends to group up and the admin tells all his friends who you are by telling them you Steam ID name. Then they go around looking for you and your base to raid.
I guess they removed that function to keep people from harassing others outside of the game like, on the forums, Idk?
DayZ allows server hopping. Get killed by a player or, base is raided, by 'this guy,' he takes all your gear and hops to another server and becomes, 'that guy' and you never know who it was and without suspecting who, it may have been that/those recent friend/s you met in game a few days ago.
I play solo a lot because of this. In reality, you trust no-one. Especially if it's, Arya Stark. Survival at it finest. Besides, everyone in game is a criminal.

This system was recently instituted and the game is far better for it.

Knowing who you killed and who killed you provides a lot of information. Before the change if you wanted to know who owned a base you could just strip down and run around outside until they killed you. Then you know where they live. This also applies to general play. So say i kill you in factory. If you have a name you can call it out in global who i am and where i am. If i'm known to run with others then it could also reveal information like possible numbers and IDs of others in the area. That is a lot of information to just give away for free.

No, it certainly does not. You're playing on a private server that has this functionality likely through the use of a bot. You should familiarize yourself with the game before chiming in on topics that concern official servers ie: default gameplay.

Very good points made here and I wholeheartedly agree. This is much less academy and I commend the devs for implementing it. Having to decide if you want to risk grabbing the BCU to get a name from a player you've killed provides thrilling gameplay and I hope the system stays as is.
Pretty interesting. I killed the guy and he had to probably rage quit, because when I came to body, pretty quickly I couldn't claim the kil, I didn't get extra FP. Body and stuff was still there. Is this normal ? Tbh this pissed me off :)

Underestimated how so important is this aspect.
If you report the cheating with a time the devs will check the kill logs and see who it was. I have done this several times with success.
