If you are getting blue screen, then it's having a problem with some hardware. I've run a 2 gb card before so even with your card and your other specs it should run, just something is causing it to crash, from my experience overheating causes a lot of crashes.
I'm sorry my friend, but this Graphic Card, indeed being released in 2014, it's really powerful and capable of running a ton of actual games, and I am also running SCUM at it's lowest possible graphics (despite using 1920x1080 as resolution), also, have never had any issues like this. This is the first time such issue occur to me.
As I've had said to Arves, our G. Cards are really powerful. I don't think this is a G.C. issue, but an internal SCUM development issue.
I say it because, I know other people with really inferior graphics and they only experience lag issues after the city update.
I have also another friend who plays with me that has the same G.C. as mine, the same RAM, a not-so-good processor and can easily run the game, experiencing no Lag.
So, there may be something to be done while they doesn't patch it in the next update. And I am seeking for it.
* I do not overclock neither G.C. or Processor.
** Already have done it, I set every setting to the lowest possible, and still experience this issues.
*** I've already checked for updates either in NVIDIA Experience and in Windows Update, and all drivers and Microsoft packs are up-to-date.

It does sound like a power draw issues. PSU go bad too, depending on the quality and how its used. A lot of people go back and forth on this very topic, but personally I buy a PSU with close to 50% overhead to spare in watts and of platinum quality. Why? I feel it puts a lot more pressure on the psu otherwise which cuts it's live down, making it more unstable. To attest to this, I have two modular PSU's. One is 10 years old. The other is 4 years old. Both still run great, its just that the demands of gpu's have gone up so I went from 800 watts to 1200 watts, that's the only reason I bought the newer one 4 years ago. My nephew's PSU's die 8 months to 1 and half years, tight(low) watts capacity and 'bronze' quality.
Another thing could also be cables too. Its not common but they too can go bad.
But this is just power issues as it does kinda look like it.
If you can, I'd swap out your GPU with another if you can, even if you have to barrow some one else's locally to test it out. GPU's also get worn down and unstable over time. You can also buy a new and better psu, if the problem persist you can return it locally speaking. You could do both in a few hours if there is a store locally with a good return policy for the PSU.
1. Manual overclocking or using a factory overclocked hardware ( bringing the clock speeds down could stabilize and mitigate this issue, you can use MSI Afterburner or a similar program to do this for your GPU ). It's also possible that your GPU is dying.
2. Power supply issues ( if you've installed new components it's possible that their power usage is higher than the old ones and thus drain your system ), or it could be just a faulty PSU which can't provide enough power anymore. Also, if you've recently connected anything extra to your USB slots or PC in general ( like an USB table fan for an example or an external hard drive ), try unplugging it and see if that helps.
3. Memory issues ( you can use a memory diagnostic tool to check for possible errors ), also make sure that your memory is running at same speeds ( mixing different types of memory is a big NO-NO ).
4. Come summer, the temperatures are rising above average so it's possible that your PC is overheating ( this is most likely not the case here, but I'm just posting it here as a quite unlikely possibility ).
5. Faulty drivers or corrupted OS files ( if you've recently updated any drivers and this started happening, try reverting them to an older version, you can also try restoring your OS to an earlier point with the system restore option in windows ).
